Analysis and Monitoring of Division System of Expenditure Responsibilities between Levels of Budgetary System for its Financial Security and Execution Efficiency

Goals:

Consulting services to the Ministry of Finance of the Russian Federation on analysis and monitoring of division system of expenditure powers between levels of budgetary system for its financial security and execution efficiency in the framework of improving federal relations and local self-government. The contract is carrying out under the Project "Promoting Improvement of the Public Finance System Improvement of the Russian Federation" supported by the World Bank.

Methods and Project Scope:

The project provides consulting services to enhance a division of powers between public law entities, mechanisms and terms of transfer (delegation) of powers, control over the possibility of emergence of the new unfunded "mandates". 

Expected Results:

Improvement of legislation and methodological framework, regulating the issues of division of powers between levels of budgetary system and its execution efficiency; improvement of legal and methodological basis for implementation of the delegated powers between levels of public authority in the Russian Federation and organization of effective control for its implementation; improvement of responsibility and management efficiency at all levels of executive power including on the basis of gradual and reasonable development of decentralization, fiscal federalism.
