On November 13, 2009 the final seminar of the subproject "An estimation of experience in the effective implementation of the investment program and the development of market institutions, the implementation of socio-economic reforms, improvement of the quality of management policy of public debt within several IFI projects in the regions of the Russian Federation. The arrangement of seminars in regions and municipalities in order to disseminate the obtained results" under the project of the International Bank for Reconstruction and Development and the Ministry of Finance of the Russian Federation "Technical assistance for budget reform at the regional level" took place at the Academy of National Economy under the Government of the Russian Federation in Moscow organized by the Leontief Centre.

Subproject was focused on assessing the experience in the implementation of investment programs, development of market institutions, the implementation of socio-economic reforms, improvement of the quality of public debt management policy in the regions and municipalities of the Russian Federation within the implementation of international financial institutions (IFIs) projects.

The main results of the subproject were presented at the final seminar, including an analysis of the best practices of implementation of IFI projects in the regions of Russia and recommendations for regions and municipalities in the area of debt, budgetary investment management of socio-economic transformation and development of market institutions (program attached).

The seminar was attended by more than 70 representatives of regional and municipal authorities, academic and consulting organizations.
