In December it was published the book "The best reform practices at regional and municipal levels in the Russian Federation. Analysis of subnational projects of international financial organizations" - St. Petersburg: ICSER Leontief Centre, 2009. - p.

The publication was prepared on the basis of one of the subprojects of the Technical Assistance Project of the budget system reform at the regional level, implemented by the Ministry of Finance of the Russian Federation and the International Bank for Reconstruction and Development. Subproject is devoted to the study and generalization of experience in implementing projects of international financial institutions (IFIs) in the regions of the Russian Federation.

The publication contains analytical materials and examples of the best regional and municipal practices in investment programs implementation, public debt management, development of market institutions, carrying out socio-economic reforms, including implementation of the IFI projects in the Republic of Tatarstan (Kazan), St. Petersburg, Chuvash Republic. The publication contains methodological and regulatory materials, relevant best practices in conducting reforms in these areas.

The publication is intended for specialists of regional and municipal financial bodies, as well as the other regional governments and municipalities. Published materials may not reflect the official views of the Ministry of Finance of the Russian Federation and the World Bank.
